Overview

Vrbje is a community in the Slavonski Brod and Posavina County, with somewhat under 3,000 inhabitants, some 50 km west of Slavonski Brod, due south bordering Nova Gradiška.
The coat of arms of Vrbje is: or a willow tree proper. This is canting the community name (Croatian vrba = willow). The region is bordered with the Sava river and quite marshy, so both name and the symbol are quite appropriate. Design: Heraldik-art d.o.o. Rijeka

The web site of the community now includes (mine) coat of arms drawing, with a simple blazon descrbing it probably from the official description.
The photos from the celebration of the day of the community (19 August, St. Roch's Day) display prominently the flag. You can see the photos here, here, here, here, here and here.
The flag is light blue with the coat of arms in its centre. The flag used in the abovementioned ceremony of 2009 was equipped with a tricolour streamer inscribed in golden with the name of community (as far as I could see, maybe the other end inscribes the date?). The flag hoisted on the community building was, naturaly, without the streamer.
It may also be interesting to see in these photos the ceremonial display of the flag though the town from the traditional richly adorned horse driven ceremonial wagons (wedding wagons, they are often called there).
Since the photos from 2008 ceremony does not feature the flag at all, I an inclined to believe that the coat of arms and the flag were approved between the two ceremonies, even if the actual adoption may have been done somewhat earlier.
It may also be interestng to some to notice the emblem on the beer stand - modification of the community coat of arms, almost certainly the emblem of a local brewery.

The new 2009 statutes of the community includes the description of the coat of arms and the flag in its Articles 4 though 7. The coat of arms is blazoned most simple: or a willow. The flag is also quite briefly described as being blue with the coat of arms of the community in its centre, in ratio 1:2. the previous 2001 statutes (SV BPŽ 11/01) is not available on line, but I believe that it did not include the description of the symbols (as I think these are adopted around 2008): Statut opcine Vrbje, 08.09.2009, Službeni vjesnik Brodsko-Posavske županije, br. 15/2009, 05.11.2009, pp. 2262-2276.
