Overview

During the carnival festivities that have long tradition in Samobor, one can see a flag with a magpie on it, which is the symbol of the carnival. The magpie is sometimes set in the coat of arms during the festivities as well.

The Samobor coat of arms is based on the city seal preserved from 16th century, circular with the same contents surrounded with inscription S(igillum) COM(m)V(n)ITATIS DE ZAMOBOR. The seal was confirmed in 1525 by king Leopold II and also by Ferdinand I. in 1528. There is also a seal from 18th century different in some minor details.
In 1909 the land archives issued a document confirming the design of the coat of arms as: On a red background on rocky base a tower of white stones with arched entrance and opened doors. Above the doors three and in the first floor four windows. To the left and right next to the tower are branches with golden and green twigs. Atop the tower is embattlement. Some historical sources show the shield background as blue.
The Previous Symbols wwre recently replaced with a new ones, designed by a Samobor company Studio Grozic, lead by Aida Corbo Grozic and Romano Grozic, as part of the general new visual identity project they prepared for the city. The historical coat of arms was renewed to match the modern state requirements (shape of the shield, rmoval of inscriptions). In fact Samobor had much trouble getting the approval for it, since the State Archives considthe coat of arms should be of blue background, as it is in some of the documenty they have. However, it seems that they were finally convinced, since Samobor citizens were collectivly convinced that red is only appropriate colour now in firm tradition of the city.
The City administration adopted the new design on its 80th session on and the city aseembly on its 15th session on 28 February 2007. This was published in Statutarna odluka o izmjenama i dopunama Statuta Grada Samobora, 28.02.2007, Službene vijesti Grada Samobora, br.1/2007,12.03.2007, available on line at <www.samobor.hr>. 
The document also includes a vectorial drawing of the new coat of arms.  The coat of arms of Samobor is: gules on a rocky base argent a tower embattled also argent between two thorn bushes. The flag is white with yellow bordered coat of arms in the middle.

Following the changes in the city Statutes in 2007 introducing a new design and description of the city symbols, the city adopted also a new decision on the seal, the coat of arms and the flag. In it the coat of arms and the flag are described and depicted as in the Statutory decision of 2007: Odluka o pecatu, grbu i zastavi Grada Samobora, 28.06.2007, Službene vijesti Grada Samobora, br. 4/2007, 29.06.2007.

The coat of arms with inscription SAMOBOR and year 1242 (the year when Samobor received the Free and Royal City grant from Croato-Hungarian king Bela IV) was introduced at some time around 1990 (might be even before!) and the flag of white with thet coat of arms in the middle to match it. This was used as I have myself seen it all these years, and it is probably mentioned in the Statutes. I have only found the last staute one on-line: Statut Grada Samobora (procišceni tekst), 03.04.2006, Službene vijesti Grada Samobora, br. 2/2006, 11.04.2007, available on line at <www.samobor.hr>, where this coat of arms and the flag are described in details in Art. 6.
This design was recently replaced with a new one and they are now obsolete.

Historical Flag

The web site at <members.tripod.com/~buja/povijest.html> showes a photo of a historical flag of Samobor from 1756. The flag is apparently of red silk, somewhat detoriated, semee with golden roses, showing a black double-headed eagle  displayed, both heads crowned, beaked and haloed golden, membered also golden holdin in the right a sceptre and in the left a sword, between the two heads is a golden orb. On the breas of the eagle is on a golden cartouche and surrounded with a blue ribbon iscribed golden (probably the full ceremonial name of the city in Latin) crowned with a golden crown is the coat of arms of the city - gules a twoer argent issuant from rocks proper between two torn bushes and in chief letters MT (=Maria Thereisa) argent. Along the hoist is a blue cartouche inscribed with yellow in four lines: "Vexillum privii eciati oppidi / oppidanorum expensis iudex / 17. civivm Szamobor 56. /  J. J." -- (or this is what I think is written. I might have missed a letter here or there) - I can only figure out that the inscription states the obvious, that it is the flag of the city of Samobor. The letters in the fourth row may also be some numbers (date?) The flag is bordered on three edges with red and white chequy border. The revers of the flag is probably differently painted. The flag is probably preserved in the City museum of Samobor.

The oldest preserved flag of 1756 is described from Buja's site. An article by Ivanka Brekalo: "Iz pismohrane samoborskog muzeja: Samoborske zastave kroz stoljeca - 'Varošku zastavu u muzikom sprevajali...'", Samoborski Glasnik, 2.3.2002, adds some more info and a photo of another flag preserved in Sambobor.
The documents mention flags of Samobor as early as 17th century, when two flags were used, one was for hoisting on the city square and the other "to be carried in the war". The preserved flag from 1756 is considered to have been made according to one of the two.

The reverse of the flag is painted with iconographic depiciton of Jesus on the cross. The flag is preserved in the City Museum of Samobor. This was the ceremonial flag that was hoisted during the elections, other important events and church holydays (documented report from 1830) and may have been in use as late as until 1918 or even later.
The Samobor museum preserves several other flags, like the flag of the Kingdom of Croatia used on the instalation ceremonies of Ban Levin Rauch 1869 (shown in Brekalo's article) and several guild flags.
