Overview

Pican is a community in the Istria County, some 12 km south-east of Pazin (60 km NE of Pula) with just under 2,000 inhabitants living in 10 smaller villages and towns - only about 300 in the old town of the same name. It was established in the Roman times as an important military stronghold Petina, until 18th century a seat of the first Istrian diocese (established in 5th century, and is now a titular diocese - some claim that this is the 5th diocese established in the Church, the Roman being the 1st). The Italian name Pedena (also Pèdena) is today not used officially as the name of community (since the inhabitants are mostly 85% Croats, and some 10% declare themselves as Istrians, all speaking Croatian). In German sources it is named Piben or Biben. A festival of folk stories, legends and fantasy - LegendFest is held annually in Pican.
The coat of arms of Pican is: azure a fortress with embatteled walls and an embatteled tower argent, in the base a fleur de lys and in the chielf two mullets of eights also argent. This is based on the historical coat of arms of Pican, and is shown so at <www.istra-istria.hr>. I have not located yet any documents (official gazettes and like) to support this.
The flag is light blue with the coat of arms in the centre of it. It is shown on <www.labin.com> (full article, unrelated to the flags here) hoisted above the city gates.
It is hoisted together with the flag of the Istria County and an other flag unknown to me, possibly the flag of the LegendFest or some other manifestation.
Unusually, there is no national flag, although since one of the flag holders is empty - it may be that the Croatian flag is only set there on holidays and Sundays or some such arrangement.
