Gronjan (Italian name: Grisignana) is a community in
northwesterd part of Istria on a hill over the Mirna river
valley. Community totals under 1,000 inhabitants, the ancient
town having less the 200.
Gronjan uses its historical Coat of Arms,
recently adopted in graphically modernized version. In an oval
shield azure a arm proper issuant from siniter holding a fleur de
lis slipped argent and issuant from the canton a sun or and in
base a mount argent. The flag is vertical, blue bordered golden
with teh coat of arms bordered white off-set to the top. A flag
with swallowed tail is also used, possibly as a Ceremonial
Flag. As for now there is no report on the "usual"
horizontal flag without the border - since the place is so small,
it is quite possible that they would need not (yet?) an other
version of the flag and such may have never been made. However, I
find it quite plausible that such flag would be prescribed and
confirmed by the Ministry and that the golden-bordered versions
are either the ceremonial or "semi-official" versions.
This is visible at <www.tz-groznjan.hr>
as Tomsilav reported. It may be indicative that yet an other flag
from NW aprt of istria include the golden border...

The 2001 Statutes of the community (that were once available
at the offical web
site but now defunct) does not include the descriptions of
the COA and the flag, only determinations that they shall be
determined with a separate decision. I believe that that only
proves my estimation that these symbols were adopted around 2003,
although does not gives us any closer date.
However, the 2009
Statutes, includes detailed description of the coat of arms
and the flag. There was apparently also a 2006 Statutes, but I
have not seen it yet.
Interestingly, the coat of arms is not blazoned or described, but
it is stated simply that the coat of arms of the community is the
historical coat of arms of the town, the original of which is set
in the facade of the city gallery "Fonticus". The photo
of that stone carved coat of arms may be seen here.
The flag is described as we know it - blue with the
"historical coat of arms of Gronjan" and with
swallow-tailed fly end, coloured blue and bordered golden-yellow.
The ratio of width to length is 1:2.
