Beli Manastir is the largest city in the Croatian part of
Baranja, some 20 km north of Osjiek
in the Osijek-Baranja County. In 1991 census there were some
13,000 inhabitants living on the city territory, some 10,000 in
the urban area itself.
It seems that Beli Manastir had no town status in Hungary in
1940's when the set of municipal flags was granted, though I
would guess that the modern Coat of Arms must be based on the
pre-WWII model while Beli Manastir. was in the Hungarian County
of Baranya (when it was called Monostor, I believe).
The modern Coat of Arms is picturing the saint patron of Beli
Manastir, St. Martin, standing on embatteled wall holding in
dexter a cross and in siniter part of his coat.
It must have been adopted after 1995, with a flag to go with it,
on which I have no info, unfortunately.

Beli Manastir is a city in the Osijek-Baranja County with
about 13,500 inhabitants (10,000 in the city itself) and is the
center of the Croatian part of the Baranja region so 20 km north
of Osijek.
The coat of arms is picturing the saint patron of Beli Manastir,
St. Martin, standing on embatteled wall holding in his dexter a
cross and in his sinister a part of his coat.
The flag is blue with the coat of arms in the middle.
The coat of arms is from Grad Beli Manastir <www.beli-manastir.hr>
while the flag was spoted by Tomislav ipek on Croatian TV.

The new city
Statutes include now description of the coat of arms and the
flag in its article 5: Statut Grada Belog Manastira, 02.07.2009,
Slubeni glasnik Grada Belog Manastira, br. 4/2009,
03.07.2009.
The descriptions are rather simple: "The coat of arms of the
City of Beli Manastir contains the figure of St. Martin on a blue
background standing on a stone fortress clead as a Roman soldier,
holding in his right arm a golden cross, and in jis left a cut
out piece of the red cloak. The flag of the City of Beli Manastir
is in ratio 1:2 and has a blue background with the coat of arms
of the City of Beli Manastir in the centre of it."
This is interesting since the previous 2001 statutes did not
include the descriptions only provisions that the symbols shall
be determined by further decisions. The 2001 Statutes is not
available on line any more (but see e.g. <web.archive.org>)
Statut Grada Belog Manastira (prociceno tekst),
Slubeni glasnik Grada Belog Manastira, br. 3/2001,
12.10.2001.
The 2001 Statutes were amended several times in
gazettes 4/01, 2/03, 5/05, 6/05 and 1/06 - but non of these was
ever issued on-line as far as I know. Any of them might have put
the description of the symbols in the Statutes text... or the
2009 text is then entirely new. However, we know that the coat of
arms is in use from mid-1990's. But, inspite of that, I have
found not mention of the decision adopting these symbols. Quite
contrary, a decision issued in nr.1/2009 of the gazette granting
the use of the coat of arms to a local sprot competition, does
not refer to any such decision, only to the 2001 Statutes (with
all the mentioned updates) and yet to those articles of the
states providing the city assembly right to decide on the issues
that are not determined by any other provision of the Statutes.
This makes me think that the coat of arms and flag may have not
been mentioned prior to 2009 in the Statutes at all.
