Rasinja is a community 10 km west of Koprivnica with about
4600 inhabitants. The Coat of Arms and the flag are described in
the statutes of 2001 issued in the official gazette (avilable on
<www.glasila.hr>):
Statut Opcine Rasinja, 27. rujna 2001. Slubeni glasnik
Koprivnicko- krievacke upanije, br. 11/01, god. IX,
Koprivnica, 5. listopada 2001. They must have been adopted
somewhat earlier, say about 1997.
The coat of arms of Rasinja is claimed by the statutes the
historical coat of arms of the Community: per fess chief per
pale, first in gules chequy gules and argent [sic!], second azure
corn ears or, and third gules a mullet or in chief and a crescent
argent. The flag is white with the coat of arms in the middle.

The Statutes claim the Coat of Arms of Rasinja to be
historical one, but I was unable to confirm that previously.
However, in [ern03] the historical
coat of arms image is shown from some 1930's source ( I guess
that it may probably be from coffee stickers collection album by
Emilij Laszowski: Grbovi Jugoslavije, Kava - Hag, Zagreb, 1932;
probably the most important heraldic source from between the two
great wars period).
The errorneous (typo probably) blazon from the Statutes could be
now corrected (though the [ern03]
following the Statues blazon includes the same error faitfully):
per fess and chief per pale, first chequy gules and argent,
second azure three garbs or, and third gules a mullet or and a
crescent argent.
The flag is white with the coat of arms in the middle. While all
other flags shown on Koprivnica exhibition were in size that
might well be considered standard for flags used in Croatia
outdoors: 1x2 m, the flag of Rasinja displayed there (and
obviously so used in Rasinja) is of double the size. Not that
anything deep could be concluded from that, but nevertheless it
may be interesting to note.
The modern artistic redention of the Coat of Arms and the design
of the flag is by Arbi d.o.o., a company from Zagreb. (However,
the modern artistic design is very faitful remake of the
historical pattern.)
The Ministry of Administration approved the design on 18 April
1996 (so [ern03]).

The web site at <library.foi.hr>
include a project of digitazing of the regional journal Glas
Podravine, from its first issues in 1951.
- An
article from 1993 is on the "finding" of the Coat
of Arms of Rasinja. The article recounts how the Coat of Arms was
"found" in the State Archives of Croatia, but pictures
the one from 1930's Laszowski's "Grbovi Jugoslavije"
album. The article blazon's it and announces that Rasinja is
going to use it again as its community Coat of Arms, as well as a
white flag with it - as the symbol of agriculture - allegedly the
white is the colour symbolizing agriculture.
- An
article from 1994 is on a celebration in Rasinja - the Coat
of Arms and the flag was consacrated by Mnsr. Culej, bishop
assistant of Zagreb. Allegedly, the Coat of Arms originates from
1860 (actually, the article reads literally that the flag is just
as old, but that can not be, the flag is from the 1990's).

From the official
gazettes:
The description of the Coat of Arms and the flag is repeated in
the new 2009 Statutes equal to the 2006 statutes: Statut Opcine
Rasinja, 15.07.2009, Slubeni glasnik
Koprivnicko-krievacke upanije, br. 10/2009,
16.08.2009. str. 1061.
