Overview

Ploce is a city at the delta mouth of the river Neretva, built virtually after the World War II as the main port to replace the port of Metkovic further up the river. It is the main port for access to Bosnia-Herzegovina, and thus have special importance.

The first is the decision to organize a concourse for the symbols, the second is the concourse issued itself, held in July/August 2003, and the third is a decision that no material that arrived on the concourse is satisfactory - so no symbols were adopted.
The town of Ploce was renamed in 1950 into Kardeljevo (after Edvard Kardelj, Slovenian revolutionare, one of the ideologist of the Tito's movement), but it was soon reverted to Ploce (since Kardelj was still alive and it was decided to be unacceptable to name places after persons alive). However, in 1980, after Kardelj's death, it was again named Kardeljevo, and finally in 1990, with the end of socialist system, the original name Ploce was returned.

Recently, the city administration published their decision and opened the public debate on this proposal (see here). The decision to go to public debate is here:   And the drawings of the final proposal of the Coat of Arms, flag and ceremonial flag with some variations are provided in PDF here. There is also a news article containing basically the same info.
The proposed variant is that marked as H in the PDF: argent an eel gules winding around an anchor sable and in chief two mullets of seven gules. The flag is proposed to be blue (or alternatively red).
The public discussion is open until 15 April 2009.
The sevenpointed stars were taken from the family arms of Grupkovic (Plina), as a characteristic and yet unusual element, the eel symbolizes the Neretva Delta, while the anchor stands for the maritime orientation of the Ploce port.
The last mentioned link provides an opinion of the city statutory comission - basically, they agree with those symbols, but object to the possition of the eel around the anchor, as it looks to them as if the fish is being prepared to be grilled (sic!) so they propose the elements to be redesigned somehow.

In March the symbols we show were proposed and opened for a public debate. The only debate I found is at <www.gradploce.com> where the local parish priest is attacking the design fiercely and without much choice in his words.
