Overview

Severin is a community in the Bjelovar-Bilogora County, with somewheat over 1,000 inhabitants (650 of them in the village of the same name). In 1997 the Community of Severin was formed seceding from the Community of Nova Raca. Not to be confused with a small town of Severin na Kupi, now part of the territory of the city of Vrbovsko in Primorsko-Goranska County.
The County web site shows a Coat of Arms and a ceremonial flag: However, it is almost certainly that these symbols are not approved by the Ministry of Administration and are thus unofficial. One may presume that a "normal" flag of similar design is also in the set.
The coat of arms depicts a wooden fort on a green mound over a blue streem crossed by a wooden bridge, and behind the fort a chequy red and yellow sun is riaising, infront of it a white dove flies holding a blue buch of grapes in its beak.
The flag is then presumably green with this Coat of Arms in the middle, although a confirmation of that would be welcome.
The ceremonial flag is a yellow bordered green gonfalon ending triangularly with yellow fringe along the bottom, in the middle of it is the coat of arms bordered yellow, above it inscription "Opcina" below in an arch "Severin", both inscribed yellow in Gothic letters.
These symbols are not quite "legal". Most probably they shall eventually be replaced by more proper ones, but that may take some time. They have been obviously in use by the community, weather due to ignorance of the regulations or their strightforward circumvention.
This is typical design of a local Coat of Arms produced locally - you may see some similar examples among previous Coats of Arms of communities that were eventually "heraldrized" into more proper arms (and even some current of the same questionable status as this one).
