The Regional Council was established in 1986 to fulfill the
same duties as the Urban Council, but in the New Territories.
It used a pale green flag, with a stylized letter 'R', shaped
like the recycle sign in dark green, tilted 45 degrees
clockwise so that it looked like a tree. Proportions 1:2. The
Regional Council became the Provisional Regional Council
immediately after the Handover to China, and was abolished in
December 1999.
