I think the county of West Lothian has a local flag. The old one was a rampant Lothiana (griffin type beast) on a white fly. The new one depicts the Eastern arches (a huge railway viaduct), with the River Almond (which dissects the county) and the 5 sisters Sheil Hills. It is green and pink on a dark green fly, and is supposed to represent the harmony on people, nature and industry.
