The colour of the Penitentiary Department is prescribed by Decree 2002-557, adopted on 22 April 2002 and published in the French official gazette No. 96 on 24 April 2002.
Article 1. A flag shall be granted to the Ministry of Justice, Penitentiary AdministrationArticle 2. The flag granted to the department shall be a square cloth of side 90 cm, bordered with a 5 cm long golden fringe; it shall be made of three vertical stripes of equal width, showing the national colours: blue, white and red.
The 2.10 m long wood coloured staff shall be in two parts.
The 24 cm long golden bronze finial shall bear on one side of its basis the capital letters "RF" [for "République Française"] and on the other side the capital letters "AP" [for "Administration Pénitentiaire"].
The 90 x 24 cm cravate shall be of tricolor cloth with a 5 cm long, two-tailed golden fringe.On the obverse of the emblem and as described below shall be gilded with gold leaf on a specific coating:
RÉPUBLIQUE
FRANÇAISE
The space between the upper border of the flag and the top of the letters of "RÉPUBLIQUE" shall be 25 cm; the space between the words "RÉPUBLIQUE" and "FRANÇAISE" shall be 4 cm.

The space between the lines shall be 30 mm. The inscription shall be placed 8 cm below the word "FRANÇAISE".On the reverse of the emblem shall be written in 55 mm capital letters, the letters "RF".
In the four angles of the obverse and reverse, shall be gilded with gold leaf on a specific coating, within a wreath of oak and laurel leaves, in 50 mm capital letters, "AP".
The wreaths shall be placed two by two, lower left - upper right and lower right - upper left.Article 3. The flag granted to the Ministry of Justice Penitentiary Department shall be displayed in public ceremonies presided by the Minister of Justice or by the Director of the Penitentiary Department, as decided by the Minister of Justice. For ceremonies taking place within the framework of the ministry, this decision is placed on the director of the penitentiary administration, and the guard-of-honour is to be comprised of officers of the department.
Article 4. The Minister of Justice is responsible for the execution of the present Decree, which shall be published in the official gazette.

The 90 x 24 cm cravate shall be of tricolor cloth with a 5 cm long, two-tailed gold fringe.On the obverse of the emblem and as described below shall be gilded with gold leaf on a specific coating, the words written in capital letters of 50 mm in height:
RÉPUBLIQUE
FRANÇAISE
The space between the main flag edge and the top of the letters of "RÉPUBLIQUE" shall be 25 cm; the space between the words "RÉPUBLIQUE" and "FRANÇAISE" shall be 4 cm.

D'ADMINISTRATION PÉNITENTIAIRE
shall be written in capital letters of 40 mm in height and spaced 30 mm apart.This inscription shall be placed 5 cm below the word FRANÇAISE.In the four angles of the obverse shall be gilded with gold leaf on a specific coating, in 50 mm capital letters, "AP".
The wreaths shall be placed two by two, lower left - upper right and lower right - upper left.Article 3. - The flag is placed under the guard of the students of the College and is displayed in public at the direction of the director of the Penitentiary Department. For ceremonies which are within the College's framework, this decision is placed upon the Director of the College.
Article 4. - The Minister of Justice is responsible for the execution of the present Decree, which shall be published in the official gazette.
