According to P. Rault (Les drapeaux bretons de 1188 à nos jours) [rau98], the flag of the Regional Council, created by the agency Energie and officially adopted in 1988, roughly represents a map of Brittany, with the two blue stripes symbolizing the Channel (top) and the Atlantic Ocean (bottom).
