Most probably "Empresa Insular de Navegación," with the text "E.I.N." (with a dot after the N as well).

Brown (1951) shows a triband, proportioned 1:1:1, with dotless "EIN" for "Empresa Insulana de Navegaço," Lisbon. I don't know whether that is the same company, but it seems likely, as Jan pointed out.

Quite right! Note that the source we have quoted is an 1971 brochure published by the company itself – so unless the company reverted to the ca. 1926 design between 1951 and 1971, [wed26] was right and in [wed58] the author (or someone else in his behalf) wanted to "correct" the flag, adding the "missing" dot...

See here for a report of this one with two dots: "E.I.N". The word "Insulana", while meaning clearly "island" (adj.) is not used in Portuguese: "insular" is the usual adjective to refer to an "ilha" ("island").
