Description

The Spanish Consejo de Estado (State Council) was founded by Emperor Charles V in 1526 and is the first in Europe with that name. Nowadays it is the highest consultative body of the Spanish government, according to Organic Law 3/1980 of 22nd April 1980.

Sección 6. Disposicones comunes

Artículo 91. Emblema.

El Consejo tendrá como emblema, además del escudo de España, el "ojo" de la administración, con el lema "praevidet providet" y la corona real.

The Council shall have as emblem, as well as the coat-of-arms of Spain, the "eye" of the Administration, with the motto "praevidet providet" and the royal crown.

I believe the "praevidet providet" motto is derived from "Dominus enim praevidet omnia et providet omnia" or somesuch biblical text.

During the swearing-in of its current president, a (fixed i.e. not for hoisting) flag could be seen, a red square flag with the council's coat-of-arms in the centre. The arms shows the Spanish arms within a blue bordure on which "CONSEJO DE ESTADO" is written in gold lettering at the top and "PRAEVIDET" and "PROVIDET" at the bottom, with an eye between both words. The whole within a silver cartouche, royally crowned and surrounded by olive branches.
