I found this very interesting flag photographed in Barcelona back in 2007. A blog comments on the photo, but does not mention that flag.

The symbol is suspiciously like the commercial logo of Caixa de Catalunya that appears on its website... Maybe the flag was on the balcony of one of its buildings.

Caixa Catalunya is partially owned by the Catalonian Government. "Caixa" seems to be used to refer to a particular sort of financial institution.

Catalan (and Portuguese), Caixa; Castilian, Caja; French, Caisse.

Wikipedia says at "a Spanish [for caja] savings bank similar to a credit union". The term 'savings bank' has an historical resonance in British English, implying a 'popular' financial institution regulated by government for both financial and social reasons. Perhaps 'Fund' might be a general translation into English.

I suspect that the term is largely historical in all these countries, and the institutions called caixa/caja/caisse are now all banks and regulated as such.
