Quite an interesting coat of arms (and banner of arms): per pale, or and azure, an wagon wheel counterchanged. Any gipsy connection?...

Colors refer to the historic connection with Järva- and Pärnumaa. Wheel refers to the name of municipality (Estonian käru is wheelbarrow). Wheel symbolizes also progress and motion.
