The image is based on website of the Association of Ecuadorian Municipalities.

The canton was formed on 26 May 1981. Above, we show the flag after the PDF file available on the website of the Association of Ecuadorian Municipalities.
The original drawing shows a light blue surface in the upper blue stripe, that Jens has interpreted as a disk (which makes sense in the absence of any other source).
Pimampiro has now an official website: Here the flag is shown without the disk but with a plain light blue stripe.
It could be that the light blue surface was indeed a colouring artefact in the drawing. While the coat of arms is described in great detail, there is unfortunately nothing about the flag.
Pimampiro organized in 2008 the Fifth Inter Cantonal Sportive Games ("Pimampiro 2008"). The mascot of the games, "El Tomatito", is represented "holding in his left hand a flag of the canton of Pimampiro".
The flag is shown as *horizontally* divided blue-yellow- greenas seen here.
