Translated from this page: ""The flag is made of two
stripes, a green stripe symbolizing the natural resources of the
area, charged with five white stars forming an arch and
representing the five parishes, and a white stripe symbolizing
the limpid sky covering the area."
The five parishes must be the five rural parishes listed on
Wikipedia: Vihe, Cube, Chura, Malimpia and La Unión. The fifth
parish is the urban parish of Rosa Zárate, capital of the
canton.
The flag is shown on a photo
taken on 21 February 2007 and contributed to Flickr on 25 March
2007 by "fotospresidencia2". On this copy of the flag,
the stars are faceted in grey. The flags displayed on the stand
are expected to be official since the visitor was Rafael Correa,
President of the Republic.
