The City of Bietigheim-Bissingen is in Ludwigsburg county, Baden-Wuerttemberg,
Germany. Its flag is shown on photos here.
As far as I can see it is long vertical banner with 12 stripes red-white,
with city arms in the center.

The flag actually shows 11 stripes, alternately red and white, plus
a black stripe on the left, and a yellow stripe on the right side; all
with city arms, of course - The city website does show the arms, but not
the flag.
