Adopted 20.02.1990, according to Dirk Schönberger's Administrative Divisions of the World website. From Ralf Hartemink's International Civic Arms website:

The arms were granted on November 5, 1975. The arms combine the arms of the two major former rulers in the area: the lozenges of the Wittelsbach family, as Princes of the Palatinate, and the wheel of the State of Mainz.
