Today I have read the decision of the Karlovarský kraj Council about the regional symbols competition. The flag proposals are made strictly after Parliament subcommitee recommendation. It means, that the ceremonial flag depicts the quarters of the shield. It is quartered red and blue rectangle (2:3) with figures from the shield (bohemian lion, fountain, miner tools, Karlovy Vary lion). Call it armorial banner or banner of the arms, if you want to. And the proposal for the daily use flag is the same field WITHOUT FIGURES - simply quarterly red and blue.

According to Petr Exner, four regional COAs (and BOAs) were discussed and supported by the parliamentary heraldical-vexillological subcommitee.They are Karlovy Vary, Pardubice, Zlin, and Olomouc Regions. At present, it is not clear whether regional symbols will be approved all at once or step-by-step.

Description of the first four flags of the regions of the Czech Republic that have bee approved by the parliamentary
heraldical-vexillological subcommittee. Note that they are still proposals (as they have not yet been officially declared by the chairman of the House of Representatives) and that some details are not clear (some regions sent to the subcommittee only the proposed COAs and their 'translation' to the armorial banners is not always unequivocal).
Karlovy Vary Region (Karlovarsky kraj): The flag is quartered. The upper hoist field is red with a white double-tailed lion with yellow crown, tongue and claws. The upper fly field is blue with a yellow fountain with white jetting water. The lower hoist field is blue with two crossed miners' hammers (white with yellow shafts) and with yellow crossed twigs below the hammers. The lower fly field is red with a white double-tailed lion (with yellow crown, tongue, and claws) emerging from three white wavy stripes. Ratio 2:3..

According to recent message from Petr Exner, the chairman of the House of Representatives of the Parliament of the Czech Republic has approved (June 27, 2001, decree No. 87) symbols of the Karlovy Vary Region ("Karlovarsky kraj"), Pardubice Region ("Pardubicky kraj"), and Olomouc Region ("Olomoucky kraj"). Their COAs are the same as in Czech Vexillological Pages; some details of their flags have to be defined because the "translation" of COA into flag is not unequivocal (Karlovy Vary Region - number of peaks of the wavy stripes, Pardubice Region - width of the wall).
Nevertheless, there are three regional flags within the Czech Republic, not proposals.

No correct information yet. The flag was officially delivered to representatives of the region by the Parliament chairman but I saw no TV reports.

Yesterday, I've seen the actual flag of the Karlovy Vary Region ("Karlovarsky kraj") of the Czech Republic (i.e. not reconstruction derived from the regional COA): In the lower fly, the wavy stripes form only *three* complete waves (i.e. three "tops" between four "valleys"), not six waves (six "tops", seven "valleys") as in the FOTW image.

The new issue of "Vexilologie" provides a paper by Petr Exner and Pavel Fojtik about Czech regional flags, with some more details.
Karlovy Vary Region - the lower fly field should be divided in the ratio 7:1:1:1:1:1:1. BTW - also here the wavy stripes should
be /\/\/\ - like in FOTW image. See this webpage. There are two images of the Karlovy Vary regional flag.
Unfortunately, at this site there is an incorrect image with stripes not touching vertical edges of the lower fly field.

Karlovarský kraj colors

At this website the region presents no less than 4 emblems:
- The Coat of Arms (as below)
- The flag (not quite as above)
- The colors
- The logo (no comment)
The page has an image of the colors c. 265x216, but I've retained the usual 2:3 proportions.
Question: how official is this?
