Translated from municipal web site:
"The flag of Puerto Santander is divided in three horizontal stripes of equal height; the upper stripe is green, meaning hope, our fields and grasslands; the middle stripe is white, meaning the purity of our villagers; the lower stripe is blue, identified as the resources provided by the rivers that water the municipality.
The flag was selected in a contest and subsequently officialized by Municipal Decree."
