According to this site:
Flag Author: Oswaldo Insuasty Montezuma. Designed in 1989, 450th
anniversary of the Foundation of Yacuanquer.
The flag is composed of three stripes. The upper stripe is yellow
and it is wider; the central stripe is green and the lower is
white. The lower two stripes are equal in width.
Meaning of the colors: Yellow represents the natural wealth with
the color of wheat which is the primer base of the economy of the
municipality. Green: represents the fields. the hope and the
future and the river basins with the flora and fauna of the
municipality. White is an expression of universal principles and
values, integration, co-operation, solidarity, equity, honesty,
responsibility and other aspects of peace and tranquillity.
