Overview

The municipality of Sotará is in Cauca Department.It was founded in 1879 and became a municipality in 1936.
The flag of Sotará is horizontally divided yellow-red-blue.

Translated from Municipal website:
"Yellow is resources [mineral, I guess]
Blue is water resources;
Green is natural resources (flora and fauna)."
The coat of arms uses the same colours, with the same meaning for blue and green, while yellow represents the sun.
The volcano after which the municipality was namaed is shown on the coat of arms but not even alluded to on the flag.
