Overview

Tipacoque is a municipality in the Colombian Department of Boyacá, part of the the subregion of the Northern Boyacá Province. It became a municipality by ordinance no. 17 of 28 November 1968.
The flag of Tipacoque is horizontally divided white-red with green triangle at the hoist which is charged with seven white stars along its inner sides.

Translated from municipal web site:
"The flag, made of three colours (green, white and red), is rectangular, with a triangle placed at hoist, green with seven white stars representing the seven rural hamlets of the municipality, and two equal stripes white and red."  
The photography of the flag shows a much shorter flag (<~3:4, with the triangle covering 60% of the flag length). The caption says that the flag was designed by Satur and adopted when Isidro Ramirez was Mayor.
