Overview

Chivor is a municipality in the Colombian Department of Boyacá, part of the the subregion of the Eastern Boyacá Province. It became a municipality by ordinance No. 023 of 16 December 1990.
The image of the flag of Chivor at the municipal web site show a green flag cut in its center with diagonal yellow stripe charged with white star. However, the description is different and describes a green-blue flag divided diagonally (top hoist to bottom fly) with yellow stripe charged with white star.

If I have translated "La parte inferior izquierda está compuesta por un triángulo de colo AZUL CELESTE y es de la misma dimensión de la parte superior derecha" correctly as "the lower section to the left is composed of a Celestial Blue triangle, and is of the same dimension as that in the upper section to the right", then the officially described flag should have a descending diagonal running from corner to corner and be composed of three colourst.

Translated from municipal web site:
"With a length f 3 m and a height of 1.50 m, the flag is divided into threeparts as follows:
The upper right part, made of a bright green triangle, representing the august colour of emerald, the happy colour of the mountains and symbolizing the hope of its fertile lands and fecund lowlands worked by laborious people.
The central part is made of a golden yellow stripe, meaning clearness, a bright torch enlighting thought, freedom, generosity, open horizons, richness and abundance of lands.
The lower left part is made of a sky blue triangle and has the same dimension as the upper triangle, meaning the reflect of the sky in the calm mirror of the waters and the bluepage of its memory, worth a people that evolve with giant steps. The white star, in the center of the yellow stripe, means peace [...] bringing harmony and felicity to the human beaing."
The municipal arms of Chivor are charged with a "big cut emerald" and four miner's picks.
The emerald mines of Chivor were discovered by the Spaniards in 1545; beforehand, the only known sources of emeralds were old mines located in Egypt and Austria. In Colombia, the regions known as the "Emerald Arc" stretches out from Gachalá and Chivor (North-East of Bogotá) to Peña Blanca (North). The local emeralds are famous for forming "trapiches", that is crystallized, six-rays structures. More information at <www.agab.be>.
If we trust the written description, as already stated above, the reconstruction of the flag is correct.
