Translated from municipal web site:
"White represents peace, green represents hope and agriculture, red represents folklore. In the middle of the red stripe, a ten-pointed yellow star represents the ten 'corregimientos'."
Ivan Sache, 4 September 2008

While the star in the image at the municipal web site, show only has 8 points, I went by the description. No idea how it should be oriented, too.
