The flag of Rueti bei Bueren is canting, the two items being "Reuthauen". I've found the word "Haue" as being a grubber (in French "hoyau") but I have no idea of what "Reut" means.

"Reuten" = a verb denoting clearing the ground of something, to prepare for cultivation or: lifting potatoes. This looks like two axes, used for getting tree-roots out. Grubber is possibly the correct word, or grubbing-axe or grubbing-hoe.
