It seems that is county logo, but with blue band on
the hoist.

Blue band on hoist and fly. The oil derrick represents the local oil
industry - Leduc was the site of the first major oil strike in the Alberta Basin (1947) -
and the woven wheat represents the agricultural industry.

The oil derrick is shaped like a letter L, perhaps, thereby giving
LC for Leduc County?
