From the town website:

The Town of High Level is a young vibrant community born as a crossroads on the new Mackenzie Highway to the north in 1942. Earlier, trails went from Hay Lakes to Meander River and Ft. Vermilion and points in between used by Dene, Beaver and Cree peoples and fur traders. Today its rich resources of forestry, oil and gas and cleared agricultural land bring prosperity to the town and region.

Located on the Mackenzie Highway, approximately 800 kms from Edmonton and 724 kms south of Yellowknife, High Level is a transportation and service centre of 4,199 persons for a large trading area of northwestern Alberta of over 22,000 people.

The logo on the flag is well scattered on their web pages, and could be described as a white flag, toward the hoist a four coloured arrows pointing toward each other, representing the "crossroads of the north". Each arrow bears a different item: the top green arrow displays an outline of tree (forest industry), the right yellow arrow displays a head of wheat (grain agriculture), the lower red arrow displays a caribou head (hunting), the black left arrow displays a gas flame (energy industry). To the right, a yellow bar bears the name HIGH LEVEL.
