And from the town tourism page
Carstairs is believed to have been settled in the early 1880s. A survey map shows the location of the Sam Scarlett ranch with the Rosebud River and the Calgary-Edmonotn Trail crossing the land. By 1890 the railway and telegraph between Calgary and Edmonton was being constructed.

Carstairs does indeed use its flag - you can see a photo of it at tourism page
(above) where it flies at the municipal campground. The flag displays a refinery,
a major employer in the town, and a steer representing the beef industry. I believe
the edges of the shield represent heads of wheat, the growing of which is also
a major agricultural industry.

Alberta Tartan
There are tartans for all Canadian provinces and Territories (except Nunavut doesn't
have one yet, and Wikipedia doesn't think Quebec has one either -- Wiki is wrong
about other things, too).
