A fac-simile edition of 1949 exists [bel49]; It is partially shown on the cover of [sie63] and [sie63a], and in a page of [zna99] and [zna02]. (With these reproductions we now can see 6×10+3×6=78 of the 99 flags.)

An image in Znamierowski (2002) [zna02] which also show a part of a flagchart, matches the one above for an area of 36 flags. It is identified as a fragment of the French flag chart from Tableaux des Pavillons que la Plûspart des Nations Arborent à la Mer, 1756. The image is not so clear, maybe he took a photograph of the chart, but it really looks like the same artwork.

On Sierksma [sie63] it is identified as: Tableau des Pavillons que la Plupart des Nation arborent à la Mer. Fait au dépot des cartes et plans de la marine pour le service des vaisseaux du Roi par ordre de M. de Machault, Garde de scéaux de France. Par le Sr. Bellin Ingenieur de la marine. 1756.

In all, I’d say this really is the same chart, and the title is as given by Sierksma [sie63].
