Overview

I have no info on the flag, but judging the latest Serb (and Srpska) flags and Coat of Arms, it seems most probable that the flag would be a banner of arms. But, then again, maybe not - this in not a coat of arms in the recent Serbish style.

There are photos of the flag all over the Banja Luka municipal website, including a large picture of the arms. The flag seems to have the arms in all-white on a blue field, as seen in photos here, here (this one may have the arms in color) and here (vertical? with inscriptions ÃPAÄ ÁAŒA ËÓKA/CITY OF BANJA LUKA below the arms).
Note that the large image of the arms has only 3 leaves near the top of the shield, but I think 5 is correct.

Description for Banja Luka coat of arms and flag (in Serbian), which includes inscription GRAD BANJA LUKA below arms at   <www.banjaluka.rs.ba>.
I also found two versions of pre-war coat of arms, besides this one below:  Those are red and green versions. The green version can be found on several places on net like  here and here.

Translation of the description:
"The city has symbols - a coat of arms and a flag, which symbolize the historical, cultural and natural heritage of Banja Luka.
The coat of arms of the city consists of a blue field, in the shape of a shield, bordered by a gold band, with a view of the Ban's Palace in the upper part, as well as a chestnut leaf (symbol of Banja Luka aleja[?]), the castle (castrum), an ancient Roman fortress, and at the bottom of the shield, the stylized line the river of the Vrbas. The central part of the coat of arms symbolizes the foundations [floorplan] of the Sabor [meeting] church, white-colored, and in the middle of the foundations a cross, with the ocilla, red-colored.
The flag of the city of Banja Luka is blue-colored, rectangular in shape, proportions: two to one, with the city coat of arms in the middle of the flag, and the text below the arms: "City [of] Banja Luka."
The use of the name and symbols of the city is regulated by the Decree on the use of symbols and name the City of Banja Luka."
With slight differences in the design too. The flag appears to have come in at least four versions:
1. as described above, w/ color arms (official)
2. as described above, w/ color arms but minus the text
3. monochrome, w/ white arms minus the text
4. monochrome vertical, w/ white arms and bilingual text, Serbian over English.

Previous Coat of Arms

Downloaded from somewhere on the Net in 1996, the coat of arms of Banja Luka used before the war in B&H. Obviously this one has been the origin for the design of the new "Serbizied" coat of arms.
