In December 1998,Bilec'a approved the proposal designs of
Serbian Heraldry Society for the Armorial Achievment of the
municipality . It is 1:1 as well as other 20 or something newly
approved banners of arms in Serbia, Montenegro and Republic of
Srpska .
The township of Bilec'a is in Herzegovina (Serbian part). Banner
is Gules with two crosses Agrent (taken from the crest of Coat of
Arm of the Duke of St. Sava)
There is no law both in FRY and in RS that says something about
banners of municipalities or cities. Those are the "banners
of arms" placed on greater arms of territorial units.

The flag as the one adopted by Bileca is used on the crest of
the Coat of Arm of Kosaca family in the book "Rodoslovne
tablice..." (1987) [mrd87].
I have a plate (a glass holder) showing this Coat of Arms, with
caption (translated): "The Coat of Arm of Kosaca, Dukes of
St. Sava, Lords of Herzegovina"
It is interesting, that the same Kosaca family is considered by
Croats as "theirs", and their coat of arms is adopted
as the CoA of (Western) Mostar, and used on their flag .

It is just another example of "battle for national
history" between South Slav nations. This is the same Kosaca
- Stjepan Vukc<ic/ Kosac<a , who held the title "duke
of St. Sava" (1448) (in Serbian - Herceg od sv. Save), and
the name Herzegovina was derived from this medieval Kosaca's
State.
