Overview

The flag of Pale-Praca municipality is horizontally divided green-white and charged with the coat of arms in center. Photos of the flag are here and here.
The coat of arms can be seen in the official website and also at <www.serda.ba>.

Charges seem to be clearly visible on the last link above - the small coat of arms includes a bend two white trinagles above it and below the bend a white wavy bend ensigned with a yellow star, probably symbolic for a river and the position of the place in it. That would be the river Praca. And the the two triangles would probably stand of two mountains around it - Jahorina and Romanija.
The coat of arms shape is reminiscent to the coat of arms from the Fojnica Armorial, specially cf. here - allegedly 14th century roll of arms preserved in the Fojnica monastery (the entire armorial in PDF at <www.samostan.ba).
